Good morning, Scuba - thanks for your question - the short answer is 'Yes', but if ever have any questions or concens about the placement of one of those signs, you're welcome to 1) post here, or 2) call the Codes Department (they enforce snipe sign issues - 893-7373.)
In fact, other SeeClickFix users have asked this question in the past, and here is a reply that the City's Director of Codes posted a few months ago that contains some good information:
"Technically snipe signs that are placed in the right of way are illegal and can be removed. I would caution you that we have encountered times where the snipe signs have had nails, tacks, and even razor blades hidden around the frames of these signs, especially at the bottom of the sign where most people would place their hands to lift the sign out of the ground. The other issue is that signs that are removed by citizens are not tracked by the City and we are unable to try to prosecute the sign owner. You may want to consider reporting the illegal sign to the Mayor's Action line.

So, while it's certainly OK for you to remove them, it's also OK for you to let us know and we'll do our best to take care of them ASAP.
