Maybe a bioswale project could help alleviate the water runoff?

Who does this 'paper street' belong to? If it's the City, why not make it a 'complete street' and connect the two sections? These breaks in Helderberg should all be connected, or each section should have a different name for 911 reasons. A few dead ends blocks off Delaware Ave near TOAST had there names changed just for this reason. State St is another example - several sections all with the same name but not connected - the largest section maintains the 'Avenue', the smaller sections become 'Street', 'Lane', 'Place', 'Drive', etc. Surprised it hasn't caused confusion and delays already.
