This is actually a repeat offender. The person seems to park over the weekend, using the handicap ramp as a personal parking space, especially on Sunday afternoons. This includes parking on the ramp and sidewalk itself. The only reason we know it is a repeat offender is because of the Chelsea Public School Staff sticker.
