If there was a police report you would have already known about this. Been down almost a week. City garbage trucks have passed it twice. NTJ (Not Their Job). Police have passed this spot multiple times, NTJ. City Code Vehicle, City Water Vehicle and City Inspection vehicles were within 30 feet of this as they check on the new home being built 30 feet away... YET no one has reported this because; NTJ. If you cannot find the address of this location in your files, I just don't know what else to say.
