I've reported this before. These shrubs grow halfway into the sidewalk. Albany is already unsafe enough for pedestrians. They need to properly maintain their shrubs.

To answer your question, once a property is posted by DGS, the owner has to address the overgrowth within 10 days. If they do not, DGS cleans the property and fines the owner.
