I'm inferring from the shadows in the original photo that it was taken in the p.m. And likewise inferring that the follow-up photos were taken in the a.m. While the presence a parked car has not been directly detected, wouldn't the presence of the compacted soil, free of vegetation, along with the originally-submitted photo provide
enough evidence to notify the property owner(s) of suspicion of ongoing zoning non-compliance and suggest some path to remediation? Thanks!
