intersection of alden and west elm. drain grates appear clear but there is significant standing water after even moderate rain

Sewer drain grates are clear. According to a city engineer, who did come out to look at the issue, the problem is caused the poor construction of the handicaped ramps at each corner that created new "low points" that allow water to collect.
