Isn’t this from the adopt a road volunteers who clean the road side and then the trash is picked up later in the week?

Apparently it maybe some good individuals who picked up trash along the roadway and collected it at that intersection. Thanks! Still shouldn't take a week to get picked up by the county, more than half the work is done already.
