The time limit of meters on this block is 1 hour. From your description, it sounds like you were able to add time to the meter up until a certain point. Did the meter take 1 hour's worth of time or was it less than an hour?

It was under an hour. The first couple quarters worked, then one didn't, then another one did, then another one didn't.
