household waste, broken toys and trash are being dumped over the fence between Scott ridge (housing authority) and 407 eastern a private residence. It is in the rear of the property and is intermingled with an overgrowth of weeds. It is unsanitary, unhealthy and slovenly. The public works department does an excellent job of hauling away the trash, so why would anyone throw it over a fence like that?
