I just finished reading an article about a housing development that had this exact same problem and ended the issue virtually overnight. Each resident dog gets swabbed and registered with management. The owner pays $100 to have it done as a condition of having the dog. Each time poop is found, a sample is collected and mailed off to the company, who then dna tests it for around $50-100 and mails back the results of whose dog it is. That person is then fined enough to cover the cost of the test, plus a fine. The problem goes away almost immediately upon implementation because people know they will be caught so there is very little to do once it is up and running. Heavens123 has a great idea and it's one that if the building managements don't agree to, then RIOC should strongly consider this idea. RIOC could coordinate with building managers to get the dog owners registered and dogs swabbed. Whoever you are, H123, you need to go to the next RIOC Board meeting and address our resident Board members about this solution and try to get them to agree to direct RIOC CEO/President, Charlene Indelicato to move forward and work with the building managers on this solution to the problem.
