This is so frustrating because was brought to the city’s attention when the Caltrans project was still under construction. Caltrans was supposed to fix this before they left and hand it off to the city. It’s been a problem since that project ribbon cut in Sept 2017. Now it’s the city’s problem & dime to fix. And the city has acknowledged it as a hazard. They’ll probably just close this issue “as a duplicate” until they have a future project in the area or someone gets hit, whichever comes first.

yes city has known about this for a very very long time. we even talk about it at BPAC and the TSPC commissioners know about it.

still not working. how long will city intentionally ignore this problem?

@Velasco- Thank you for the information you have provided. This issue was acknowledged on a separate SeeClickFix ticket. You are correct that this was a Caltrans issue that is now left for the City of Burlingame to remedy.

@Madeline- It was discovered that the keep clear pavement marking is partially blocking the detector. Cadillac Way is one of four streets being resurfaced as apart of a federal grant resurfacing project. An adjustment has already been included to remedy the issue however the project is currently delayed in order to address additional comments from the BPAC and obtain funding.

In the meantime, the crosswalk can be used to cross the street and access the pedestrian and bike bridge.

lol @ blaming comments from community members as a reason for why streets are left in dangerous conditions.

This is a serious problem. If the car detection was not working, drivers would not be instructed to “use the crosswalk” (get out and press the button). The signal is malfunctioning - it is not working as designed. The city is liable for a dangerous condition of public property with ample notice given. In other cities where this happens the signal is put on an automatic timer so the signal comes up and you don’t have users having to disregard the light. Please take this seriously instead of deferring fixing it.

also the light is still not triggered when bicycles are waiting within the keep clear section.

$100 solution.

Or City pays $5M settlement when someone gets hit.

@Velasco- Signal Technician has confirmed that cars are being detected without any issues. The city has also not received any complaints to date about cars being detected at this location.

There was a hypothetical complaint about car detection and the city inspected it anyway. There was a real complaint about bike detection and the city has done nothing about it.

wow. judging by the responses we get on here from this transportation engineer, it's hard to be sure they're actually reading & understanding the comments...

@Camron, @Madeline - thank you for your continued patience. To Clarify, the signal technician checked for detection for both cars and bikes and reported no issues. Rather than concluding on the bike issue, we have asked the technicians to run additional tests with different types of bikes. Detectors are known to have issues detecting bikes that are made of carbon. In order to aid with the interim trouble shooting, please provide the composition of your bike.

I ride at this spot multiple times a week on a full aluminum or sometimes steel bike frame. I’ve never ridden a carbon bike. The light has never turned green for me unless there are cars behind or ahead of me.

@TE-MT this issue is not new. The city has been aware since September 2017.

The point I made about car detection was obviously missed. If the car detection was found to be not working the same way it’s now confirmed to be for bikes, we wouldn’t be having this detection in 2019. It would already have been fixed. We wouldn’t be talking about brand and make of cars or bikes. It’s been 2+ years. Telling the public not to worry because the signal will continue to be deficient & malfunctioning another year (2020) until a paving project is ________. Pls consult with the City Attorney on risks the city is taking on by doing this. Fixes have been offered.

Good morning and thank you for your continued patience. We do not typically discuss technical details but it may be helpful for your understanding in this case. On each approach to the intersection there are 4 traffic detection loops connected in series. The first three loops are standard type A followed by a single type D loop. Both loop types can detect cars as well as bicycles. Cadillac way is no different and also has 4 traffic detection loops that are capable of detecting cars and bicycles. Staff accompanied the signal technician again this morning and confirmed that all 4 traffic detection loops each individually successfully detected a bicycle. You have to stop on the loop with a non-carbon frame bicycle in order to be detected. We will be adding temporary markings to aid you until the street is resurfaced in the pending resurfacing project.

This has been 2+ years a hazard that the city has known about.

Let’s see if the markings help. But here’s the thing the city knows the detection is faulty. A couple of bike riders here know. But how about the first time a bike rider goes here? She waits at the line waiting to get detected - exposing herself to getting rear ended or broadsided by someone trying to get in/out of the gas station. For a light that will never turn green for her. That’s the hazard we’re talking about.

Here for reference is the original seeclickfix on 4/22/18 wherein the complaint was “There’s no clear place for a person (on) a bike to stop and be detected.”

And here is the response from the TE on 9/13/18:

“Caltrans was unable to confirm that detection was not working”

“Keep in mind that your bicycle may not be detected if you are not positioned correctly within the lane.”

The item was then closed.

Hi transportation engineer, I’m still waiting for the documentation and directions bicyclists are supposed to follow in order for their bikes to be detected at this crossing— sounds like everyone except city staff is able to successfully use this intersection on their bike. Seems like you could have offered these up a few years ago? Thanks.

Thanks for sharing! I was there this morning standing with my bike where the little bike is painted before the keep clear zone and was unable to get the light to turn until a car pulled up behind me

A bike stopped on 3 out of the 4 photos would be illegal because they’re past the legal limit line and are on top of the KEEP CLEAR areas.

The only photo were the position may be legal is where a bike is stopped one car space behind the limit line. That is not intuitive and will upset and annoy drivers who would not understand why a bike rider would do that.

So none of these four positions are safe. City’s been given two plus years and options to fix this hazard. And it persists.

Waited for three minutes there the other day, with about 10 cars behind me. I eventually gave up and pulled up in the ILLEGAL bike marking which is about a foot long and runs into the crosswalk.

Also the other day, while I was waiting at the first marking, multiple car passed me on the right within three feet, and then someone pulled up next to me within inches because they were parallel parking.

Because the marking is so far left in the lane, people in their cars assume I am turning left and so they try coming up on my right so when the light does turn green I am in a position to be hit because I am trying to go up and to the right to make the bike ped bridge connection.

Shame on you PW Eng. Shame.

For the record, the city put its bike detector inexplicably all the way back from the signal, and on the left half of the lane. Drivers are confused and get angry because they’re stuck behind.

Oh and the bike detector doesn’t even work. This signal is broken.

Good morning and thank you for your continued patience. The bicycle detection has been inspected on more than two occasions and verified to be working each time. As previously explained there are four traffic detectors for each lane and it is optional by the state to mark them for bicyclists. Due to continued complaints by the two users in this thread, the one detector has been marked before and after the Keep Clear Marking.

There are markings yes. They do not work.

Thank you for your continued patience. Signal technician verified on 11/19/19 that the in-street detection is working for vehicles and bicycles. Also note that if you are trying to reach the bike and pedestrian bridge, the crosswalk leads directly to it. Please let us know if you continue to experience difficulties.

Literally just now, 11/22/2019 4:18-4:27pm. I got the light after 40 seconds of waiting, and it turned yellow before I was under the lights in the intersection, leaving me in the intersection with a res light and oncoming traffic from both directions #broken. I was able to duplicate this three times. I sat and watched how the light behaved for cars. It turns green for motor vehicles in as soon as 3 seconds. #broken

Thank you for your continued patience. Staff investigated the location again today on 11/25/19 and confirmed that the detection is working without any issues with a test bike.

This detection is broken and leaves people on bicycles vulnerable to collisions.

Hello I would like to know more about the resurfacing project for Cadillac Way. And what is going with that and why there is such a hold up? Is there somewhere where we can find out the details of this project? As I would like to know when it will actually start and how it will effect the neighborhood and traffic/parking. Thanks!
