Fl Statue 316.194 and Pinellas County Code 122.25 cover parking. It's legal to park on the right-of-way, as long as an unobstructed width of the roadway, opposite a standing vehicle, is left for free passage of other vehicles. You'll find other criteria for prohibited parking in the statue and code, I only touched on the portion you mentioned - difficulty in getting through the road. If the parking is causing an obstruction of the road, then the Sheriff can address it, without posting No Parking signs.
The County has a Parking Management program where HOA's and neighborhoods can create no parking areas via petition, but that requires an HOA or property owner (contact person) to take up the task, obtaining the required 60% voter support, etc. Please contact Pinellas County Traffic Engineering at 727-464-8926 if you'd like to pursue creating a No Parking zone on one side of this road. We will mail you the packet with petition.
I'll assign this issue to the PC Sheriff's Office, in hopes that they can address the problem parking. If you still wish to pursue creating a No Parking zone on one side of the road, please call. It cannot be done anonymously
