It would be futile.... they’d have to post a person 24/7 on each block to keep up with it. As the rain falls and more leaves drop then wash down the street and are drawn into the storm drain the clearing has to be done numerous times daily. I try to keep the storm drains adjacent to my properties cleared, as I do the snow from the fire plugs.
