The easement can be terminated in certain cases: One being the easement becomes unusable because the easement holder has failed to maintain, repair, and keep it clear.
Obviously the city needs to fix it if they want to keep the easement.

Per CSR inspection, forwarding this report of property maintenance needed from abutting property owner at 2301 4th St N to Codes for follow-up.
