I had this same issue for years. We finally got a district manager that was willing to "speak" with the offenders and do some "preventative community policing" I gathered that they were warned that an officer would be stationed nearby and offenders would be ticketed for every possible infraction they could find on their vehicle. It cut offenders down by 90% to only a few once in awhile.
Unfortunately, state law does not allow an officer to issue a ticket for an offense they did not see occur (unless it resulted in an accident). Its worth a try
