The problem is that the traffic turning from northbound Bangerter to westbound 11400 S gets stopped in the intersection and is stuck there through the entire green cycle for those turning west from southbound Bangerter. This happens while the eastbound lights at 4000 w have a protected left. If that light were switched to having the westbound lanes have a protected left first, it would allow the intersection to clear out so that the cars turning right from Bangerter could make their turn on green. I sat through 5 or 6 cycles on the southbound Bangerter to westbound 11400 ramp and not a single car was able to turn right during the green cycle.
