And since it's a constant trash dump site by the store itself, a lot of their trash and debris gets blown to the end of the street on 31st and creates a filthy "landfill" plus a site for more illegal dumping. They need to be fined for some kind of trash code violation.

Agree!!!! Call Code Enforcement. It is time consuming but it is worth it. They are from another country, Yemen I believe - but what examples are they learning from here in the trash zone? Sad.
