Description

I reported a complaint about the timing of the newly installed traffic signal at the southern intersection of Fox Road and Louisburg Road on November 15, 2019. The timing for people attempting to go straight on Fox Road or turn left from Fox Road onto Louisburg Road is long and sensors don't seem to work. A City of Raleigh transportation contact advised me that a technician had inspected the intersection and forwarded observations onto a contractor, and said the city would not take ownership of the intersection until March or April. The response said the contractor would be notified and the contractor would also lay out road markings but had not yet.

The timing issue continues. After being told the sensors were working, I've attempted to line up at the intersection where I can see that pavement was removed and then put back down without success. The traffic light will frequently take 2-4 minutes to change for people on Fox Road. This morning, at 6:52am, I lined up on the eastern side of Fox Road to wait for the traffic signal to allow me to turn left onto southbound Louisburg Road. I ran a stopwatch from the time my car stopped at the intersection to the time the light turned green. The total time I waited was 2 minutes and 44 seconds. In that time, 103 cars were traveling southbound through the intersection and 42 cars traveled northbound. I am confident in these numbers because there were so few cars going by at the time. When I pulled up to the intersection, the walk signal on my side was red. 30 seconds after arriving at the intersection, the walk signal changed to permit people to cross the road in front of me (no one was there - it seems to be automatically timed). 1 minute into my stop, another car pulled up behind me, and the light still didn't change for another 1 minute 44 seconds. In the time since I reported my complaint on November 15, contractors came back once, about a week ago, for a day, and did some brief work on the western side of the Fox Road intersection. At the time of my request in November, I had asked for road markings to indicate left turn/straight traffic and a right turn lane, because at times people in the intersection prevent other cars from being able to make a lawful right turn on red. I was told markings would be laid out but had not been yet - and they still have not been laid out. Since the city will be taking ownership of the intersection shortly, and the issues documented by the city have not been addressed, I wanted to update my complaint with the ongoing issue.
