The bridge is owned by the railroad. Any active warning systems for over height vehicles could be installed by the railroad if they desire to with an agreement between the railroad and the City.

It seems like the railroad isn't the only one interested in ensuring that people don't run into the bridge. The city is (or at least should be) equally interested in protecting the public from the risk of injury or death that occurs when someone runs into the bridge. Why doesn't the city excercise its police powers to protect its citizens and install its own warning system? Or insist that the railroad do so? I don't understand the shoulder shrug here.
