I think more can be done than just reporting the issue at the time of the incident. What is being done in the way of proactive enforcement?

TGIFriday's deliveries continue to block the lane during the morning rush on occasion.
The police were very helpful at getting the 4 seasons to top the practice during rush hour. Maybe the same can be done here?
