I just came up the slow lane of NB Bay Pines through that intersection about 2 hrs ago, and I can tell you that I did not have to avoid a pothole in that lane.
The pothole is obvious if a person is coming out of the VA Hospital to Bay Pines Boulevard and turning left (headed West). The pothole appears as if a part of the concrete median (avenue divider) were missing and its removal had created a hole. The hole is at the end of the divider and to the left of the driver as he passes the median.

From Pinellas County: The location is under permit construction and it is not a pothole. It is median work. The traffic separator was moved back and the final asphalt has not been installed.

That said, the grade makes a 2" level change, twice, in a traffic pattern, and they should have coned it if they were going to leave it unfinished that long; left turn traffic onto NB Bay Pines puts a tire in that, at speed, in the middle of a turn.
