His accumulation of the trash and clutter attracts small animals, rodents raccoons, bugs and insects and it’s unsafe for the whole neighborhood.

I have yet to see this property, but if it is overly crowded with the described junk, there could well be a fire fighting issue, too. If such a rinding is made, then urgent remedial action can be required.
