Is the another NO DUMPING sign I see to the left of the couch?

YES, of course there are NO DUMPING signs all along the fence. And there are homes across the street from this dumping that are nicely kept. We need to educate them on taking pictures and reporting the problem as soon as it occurs. There is also a school on the corner.
