After going to the tax assessors office, it appear that the Housing Authority does not own the lot. The lot address is actually 540-546. The Housing Authority lot starts at 548-576. As you will see in the attached picture the housing authority owns the lot highlighted in yellow. The lot in question is the lot with the X in it.
