City of Oakland Private Property - Code Enforcement PLUS

For three years there's been an ongoing Bed Bug infestation in this building. Anyone who complains is told that, in my case, the cat brought it in, the regular pet control guy doesn't do bed bugs, please send photo of one to confirm that it's really a bed bug. How do you photograph a Bed Bug when they dart into the nearest crevice as soon as they're exposed to light.
I wound up buying a, great, spray and had eliminated them but, because of the fabric under my couch, I couldn't spray it so I had to buy a new one. Owner refused to pay even half of the cost.
Another tenant had a bad infestation as well but didn't think to call manager.
Then, one of the "hoarders" in the building bought a new bed and putt the old mattress down by the trash bins and, it was covered in bed bugs! I talked to him and he said he'd known about it "since he moved in" but the previous owner didn't do anything. So we have, a guarantee of an infestation there.
Another apartment, so piled high with all kin of "stuff", when I told him about my infestation he said that he has them as well.
A new tenant has now found them in her apartment.
They've also started showing up in my apartment as well. Fortunately, I still have the sprays, diatomaceous arth and, steamer that it took to get rid of them in the first place.
If there's any way to get the owner to clear out the Bed Bugs, please do it.

Violation of Prohibition on Combustion Engine-Powered Leaf Blowers and String Trimmers Ordinance (OMC 8.64)

The landscape management firm that is used for this building uses gas powered leaf blowers and trimmers at least once a week. Many neighbors have complained about the pollution and noise. In the current WFH society, the noise has become increasingly troublesome for people in the neighborhood.

I had a break in last night at 835pm two men break in through my neighbors open ally and jump over the fence. Security alarm went off so then they jumped over to the other side. Stayed in neighbor ally for twenty minutes and walked out casually in front yard towards Renwick. It was targeted. Also came on home camera of similar prototype men lurking in morning at 130/230/330am in last couple of days.

Floorboard/ Ceiling issues: Due to an issue with the wood flooring of my neighbors apartment, long creaks, stomps, slams, and vibrations permeate my apartment on a consistent basis. This also impacts the lighting structure attached to my ceiling causing a rattling noise when footsteps are taken on certain areas of their unit. The property manager and its associated maintenance have been made aware of the issue but have essentially ignored the issue.

Threatening dog can easily escape from yard. While walking my dog, a dog from this house (brown pitbull) was able to open the gate and chased me and my dog. The owner was not home at the time this happened (approx 12:30pm).

The neighbor has his electrical meter placed on the property line facing my property.
It is award and over the line. It was put there by him and his workers instead of on the side wall of the house like most people. He has it 10ft from his home on the property line facing my property! I had to build a fence around it because he refuses to remove it. This is confusing for PG&E as well . I want it removed off the property line!

I'm growing concerned about an elderly neighbor who appears to be living in (and hoarding in) a decaying home surrounded by debris. The yard is packed with trash cans, broken furniture, broken and rusted out automobiles and other items. The house itself is not maintained – he appears to be living without electricity and perhaps without water in a home with broken and missing windows, that is clearly falling apart. I know that other neighbors prepare food for him daily, and completely understand that he's been in that house forever, but its concerning for someone of his age to be living in such squaller. If he falls or is injured by the clutter of objects surrounding his house, or is injured by the general condition of his home falling apart, I'm not confident that services would be able to reach him for assistance. I realize this complaint crosses multiple categories, and will file under both blight and housing.
