Man hole cover is messed up and made a motorcycle fall bc of it

bike riders are causing a havoc in the neighborhood. They are traveling up the RR tracks. They are traveling up from the RR beds. They are coming through the pathway and bypassing the jersey barriers. They are ripping up the new pavement. Resident would like to speak with the street supervisor.

Manhole/Sewer covers feels like a pothole when driving over it. Please inspect/ fix manhole covers from 2068 bay st which is 7 eleven to Whittenton st near mill river bridge.
