It would be helpful here, however, the sidewalks are already pretty cramped. I would suggest a rack about 15 feet north of the shop on the sidewalk, or 10 feet south. For now though, lean your bikes on the chain link fence and just lock through that. Chances are you won't be in the shop more than a minute or two.
Yes, the cityracks program has provided racks on request for a long time. If you request online, via 311, or from the forms they make, they will come by and assess if there is enough room for the rack.
