It really sounds to me like you have a drug dealer dealing from 803 3rd ave. It's probably a rental property right? Younger tenants
Why else do you think random vehicles are pulling up to this property all day and night, parking illegally for a few minutes and then leaving?
Maybe it's a day care and parents are picking up their children? Doubtful.
I had a drug dealer living in an apartment next to my home. It's very hard to mistake drug dealing for anything else.
Parking enforcement isn't going to help solve the issue.
