This particular graffiti is not a significant problem by itself, but if nobody fixes it then how can we expect to take care of the bigger problems? If we can start getting the graffiti, potholes, broken lights, and broken windows fixed in this city then we are on the right track.
I agree with you PAGuy, the City Council hasn't figured it out yet. But I thought that once a particular item was fixed, then it could be closed. I am sure there are more sites with graffiti that could be opened up as new issues. This item 113505 has been taken care of quickly, and it is no longer an issue.
But, I am new to this system, so with 690 civic points you probably have a good idea how this should work. Maybe we need one issue opened for a new anti-graffiti program with a central one-stop contact point in City Hall.

More than just that location in this city.
When they catch someone doing this, they should make them go around the city and repaint these boxes and other things that are all graffitied up.
