I've seen it happen, blatant, obvious, right out in the open. Many heroin dealers, and some crack dealers hang out on this street - walking up and down it all night long, hanging outside the Titanic Market.

The cops don't care. That's why all these scumbags are coming up from NYC to sell drugs here. They hear from their buddies that it's safe to sell here in Troy because the cops look the other way. Evidently, the police have much more important things to do than arrest drug dealers in Troy?
