The conditions of this dog match all of the following:

• Not providing adequate food and/or regular access to fresh water
• Not providing shelter from the elements (including heat, cold and rain)
• Keeping a dog chained or tethered for over three hours (he's chained during business hours)
• Keeping an animal confined without room to exercise (never goes out)

I really hope OPD Animal Services can help this poor, neglected dog. It's a terrible situation -- this dog clearly needs food, water & attention.

Imagine sitting in a junk yard, tethered in place, with nothing to do and no chance to go anywhere. Day after day. Alone.
A chained dog's life is a lonely, frustrating, miserable existence, without opportunities for even the most basic dog behaviors of running and sniffing.

I totally sympathize, Oakland Animal control needs to work harder at fixing the on-going issue of chained animals in Oakland. I see this in my neighborhood as well.

What did Oakland Animal Services say when you contacted them? You have to call before 11am in order to possibly talk to a live person, because they are understaffed. You can leave your phone number and ask for a call back. You can also call the OPD non-emergency number at 510-777-3333 to report animal abuse or neglect. Oakland Animal Services is still part of OPD. As Courtland Creek Neighbor says, you won't get results by posting here.

Hi Eileen and Courtland Creek Neighbor, Thank you for your comment. If this site doesn't get results, why are we here? To post messages to each other? I have called OAS, and left messages. I received a called back, when I wasn't at home, but they didn't leave any info just their tel. number. I understand that this is a very low priority issue in the scheme of Oakland's problems, but if we don't fight for one we loose them all.
The fact is that this animal is suffering in plain site of hundreds of people every day. He is less than a year old and is tethered for 8-9 hrs a day. The CA law says that a dog can't be tethered for more than 4 hours. He is alone. Visibly anxious, and physically neglected. I will continue doing what I can to get this dog a better life, so that others may follow.

I am so glad you are pursuing this and care about this dog. We do, too. Seeclickfix is a great platform for reporting things like illegal dumping because the Oakland Public Works Agency monitors the site, but Oakland Animal Services does not.

I have spoken to Oakland Animal Services staffin the past and they do care and are very kind. They are just terribly short-staffed and there are many dogs in similar situations. They also have tp pick up strays and dead animals, tend to shelter animals, and work on adoptions. Keep calling OAS and the non-emergency police line to report this. Get an incident number from OPD, so you can follow up. Oakland Animal Services is still a division of the police dept, but that is going to change. The Oakland City Council voted to make it a separate dept and allocated more money to increase services back in July. The new budget with this funding was adopted in August.

Both of them grew up in Distric 5 and care about it. I'd email them both and ask when the OAS reorganization will happen and when staffing will improve. Tell them about this dog.

Poor dog. I hope it gets taken away from that place whether by a citizen or by Animal Control.

Is this dog still in need of a new home?

In theory, yes!!!
But the owner, who agreed to surrender the dog a couple of months ago, backtracked. He insists he NEEDS the dog to protect his shop since it is a high-crime area and the police doesn't respond on time or at all.
In the meantime, the owner has covered the fence, blocking the only contact the dog had to the outside world. He has also reduced its living space by dividing the "parking lot" for his customers cars. So now he is completely isolated, still tethered 8-10 hrs a day, and living in close proximity to his own feces and urine.
Why this isn't illegal is a mystery and an outrage.

What if we all chipped in to buy an alarm? Would he surrender the dog then?

Also, is there any shelter? And where is the dog when not tethered?

Incredibly, this dog was left without shelter during this weekend's rain storm. We found him wet, of course, shivering and covered in more grease than usual—probably was more exposed to it trying to find shelter under the cars. It is unclear if it had food and water available.

No shelter, not to mention 10 hours of tethering, is illegal so I'm happy to write an open letter to the director of OAS, the state rep for that area, and anyone else who might be able to intervene. I can post it on thedodo.com and we can use social media to share the link. Other than the photo posted in the message above, is there photographic proof that he had no shelter, was wet, and covered in grease? Was OAS called over the weekend to report the situation? We need to get the message sent to and seen by the right people before the next big storm -- appalling that he had to endure this. PLEASE message me with photos or any additional info. I can write the open letter this weekend.

Maybe its time for public shaming of the business. Everyone should call the business directly and complain.

ALMOST A YEAR LATER... This dog is still kept in miserable conditions. Hasn't been bathed or walked since I've became aware of him. His small living area is cleaned so infrequently that it reeks. He has to step on his own feces to go to the bathroom, his toys (provided by caring people, not the owner) are mixed in with his excrement. Notice that it all gets dumped in the drainage.
While we care about animals in circuses and in for profit animal exhibits, we fail to end the physical and emotional mistreatment of "man's best friend."

I am appalled and horrified at the long-standing abuse and neglect of this sweet animal at the hands of Metro Auto Repair. I am a daily BART rider and over the past year, I have witnessed first hand how this young German Shepard has been isolated and subjected to the auto chemicals. It smells like his feces and urine. I know for a fact that this dog would not be alive were it not for a few concerned citizens who feed him every day. He needs help! Many reports have been made to the authorities and nothing has been accomplished.

Sad to report that around the end of August the owner removed the dog. I say that I am sad because, according to neighbors' reports, the owner and employees told them that he put the dog to sleep. Some said he brought the dog to the shelter. I can't confirm any of these versions but, I checked the local animal shelters and German shepherd rescue websites for a couple of weeks and didn't find him. Apparently, Metro Auto Repair doesn't need a guard dog now—probably never did. How cruel!

Sad, hope this dog is taken care of.
