I think , I may be wrong , But the Clik Flix user who posted this complaint is saying is , The tag inside of the vehicle is Invalid , Meaning they can NOT park in any handicapped spot.

The suggestion that it is not valid is from an anonymous SCF user claiming that another anonymous party called a third anonymous party(we do know that whoever being referred to is somewhere in the city of Hartford) who said that this permit is invalid. This is far from substantiated information. If the vehicle has a state issued disabled permit we honor it. If this is not sufficient for the original poster, they can reopen the issue or call us directly at (203)946-8076 and discuss it further.

Why should citizens have to jump through hoops to report fraud and abuse? It seems to me that with the information the person that posted gave, that it is the responsibility of the city's Parking department to follow up the lead, and call the state themselves to confirm whether the handicapped sticker used (they said it was 0672519) is valid or not.

The response of the Evening Parking Enforcement Supervisor sounds just plain lazy to me. Most of the posts here ARE anonymous! Does the city really not understand why people report anonymously? The lack of willingness to follow up on a complaint just shows that City Hall needs serious improvements in how they serve the public. I am disgusted that the City's answer is so often to blame the people that report problems. They need to do their job and FOLLOW UP.

By the way, just to make it easier on the parking department, I will suggest that when the reporter said "Hartford", it may refer not to just any person living in that city, but to the state offices where handicapped permits are issued. A Google search shows that they can be contacted by phone at the DMV Phone Center at (860) 263-5700 (Hartford area or outside of Connecticut) or at (800) 842-8222.

A common misconception regarding requested handicapped parking spaces is that these spaces are for the person who requested the space exclusively, whereas they are actually for anyone with a state issued permit. The state Department of Motor Vehicles issues a $250 fine for the misuse of a handicapped parking permit. It is not within our jurisdiction or ability to issue this citation. I encourage you to reach out to the DMV and suggest that they pursue this issue.

If a tenant or landlord of a home applies for and receives a Handicapped Parking permit and the city will place a handicap parking sign directly in front of that handicap person's home - That parking space is RESERVED for the occupant of the dwelling ONLY.

I imagine that the car isn't there any more because the complaint was made FIVE days ago.

To the T,T and Parking Department: I believe you are misinformed when you state that "It is not within our jurisdiction or ability to issue this citation".

According to city ordinances, the city certainly CAN ticket a car that is using a handicapped spot without a valid handicapped permit, as stated below. Of course, the parking department would have to be willing to make the call to the DMV to confirm the report that the permit is really invalid, but that is easy. We have had problems in Zone 7 with people using other people's handicapped permits, and, in 2 cases in which I called personally, the DMV confirmed that the tags were invalid (they won't say why).

RioDio, you are mistaken. Anyone with a state issued permit is able to utilize that space.

Jimmy, it is not within TT&P's jurisdiction, but it is within NHPDs to follow up on this issue. Yes, we(or anyone) can call the DMV and they can indicate to us that this is an invalid permit. They are unable to provide any documentation of this. Then, when the driver contests the $150 violation, we have no documentation that this permit is invalid, therefore jeopardizing the legitimacy of the violation. NHPD are able to access the DMV database directly and can confirm that the permit is inactive. Further, the actual citation being Currently, the categorization alerts us to the issue. We will proceed to recategorize it to a police issue.

..If you / they say so ..But I talked to the gentleman next door who has a handicapped parking sign in front of his house and he says ," That spot is reserved for him only" , He applied and paid for it.
If someone else is in the spot he calls the police and the car is tagged and towed.
In regards to super markets , post offices, etc. It's for those with handicapped stickers on windows - First come first serve,usually there are enough spaces , valid stickers in vehicles only

As previously stated, anyone with a CT DMV issued disabled parking permit is able to utilize any handicapped parking space, and no space is reserved for a specific permit holder. So when a motorist with a handicap parking sticker returns home and tries to park in front of His or Her own home with the Handicap sign in front of his or her abode , where they filed the paper work and request for a handicap sign in front of their building is ? Out of luck ? Parks down the street ? i recall that the particular sign will have a state number on it that has to match the permit of the registered motorist ,Of that building..unless they changed something ..

That is inaccurate. As previously stated, anyone with an unexpired state issued disabled permit is eligible to park in a designated handicapped parking space. Anything else would be a private parking space. The public right of way is a shared commodity and we do not designate private on street parking.
