DPW assigned this issue to BOH-RoWP

This issue was investigated by DPW/Bureau of Highways Rights of Way Permitting (RoWP). Upon investigation, the discharge to 725 Blackhorse Trl. was identified as being entirely from and contained within private property. As the discharge does not go to the County ROW, and rather from private property to private property, this issue is considered a civil matter with RoWP having no enforcement authority.
