You think the city cared about the pile driving for 6+ months at illegal hours… + the cement factory’s ultra loud backup alarms at 6AM every other day

Hi Thank you for posting this. I had the same exact situation this morning - my daughter was awakened by the noise along with me and our newborn son. I understand construction has to go on, but 4am start is unacceptable and illegal. Please address asap.

Construction Code Official - referring residents to the 'police non emergency number' is not helpful.

Do not close this case - contact all contractors and relevant parties then respond here once you can assure the reporter that construction will be limited to the legally allowed hours.

I agree. It's unacceptable for any City Official to just say contact the police non-emergency number. The Construction Official should take ownership of this and start sanctions against the companies breaking the rules.

I wish we elected the Construction Code Official.

the matter was discussed with the ownership and are complying with the regulations, since this is an ordinance matter and deals with defined working hours police have the power to shut it down and issue tickets.

How many times has this exact same issue been reported on this site? Quite a few and yet the city just seems to look the other way. Obviously your “enforcement” efforts are having no effect. So, let’s start taking this situation seriously and actually do something about it.

Concrete yard or construction site seems to be a distinction without a difference. Would you point us to the regulations for a concrete yard and also for a construction site so that we can see the difference and have this information to hand when we call the police? Thank you.

You should talk with your Ward D councilman. The concrete yard has been operating for a very long time from this area.

In residential zoning. With ultra loud backup alarms that exceed ordinances for regular business noise pollution.

The city does not care about you. If there is any issue between a resident and big developers, the city will always side with big developers. The city will always look the other way when there are violations. Always.

a construction site is a location where a permit was issued to build something, the concrete yard is a functioning business

So functioning businesses are exempt from excessive noise ordinances? They can’t be above the law. Nobody is allowed to produce excessive noise at 4AM.

My suggestion since the city refuses to do anything that every time the problem happens is to call the JCPD non-emergency number and report it. Their number is (201) 547-5477. I figure if this keep getting called in daily that might get the city to actually do something.

Everyone else: NJ's 1971 Noise Control Act (https://www.nj.gov/dep/enforcement/noise-control.html) says:

"The NJDEP promulgated noise regulations to control noise from stationary commercial and industrial sources in 1974, pursuant to the Noise Control Act of 1971, N.J.S.A. 13:1G-1 et seq. Within the noise regulations, there are established sound level standards of 50 decibels during nighttime (10:00 p.m. to 7:00 a.m.) and 65 decibels during daytime."

So no loud sounds before 7am (greater than 50 dB).
