There is a motor scooter that has been parked on the sidewalk for the last week or so. It, and a helmet, are chained to a street sign.
It's a "No Parking" sign. :)

This scooter has been tagged for notice of towing and will be towed within 7 days if it is not removed.
Also, there was no registered owner information based on the VIN number (which is not unusual for a scooter) and it was not reported stolen.

Thanks so much! Really appreciate this board, not only the responses, but the straightforward explanations. Gives us the chance to bring smaller items to the attention of the city and have them responded to.
PS- Did no one laugh at the illegally parked Motorscooter locked to the "No Parking" sign? :)
