With all the new houses, the intersection of Hanover & Old Washington now gets backed up 20+ cars during rush hour and can take 10-15 mins to get through. Needs a traffic light.

Add to that the fact that every delivery truck from the Amazon depot comes down Hanover to get into Howard Co and yes, a traffic light is long overdue here. And better site lines, so the cars waiting to turn dont have to cheat out into Old Washington to see before turning.
County wants the increased tax revenue but not the increased and needed infrastructure upgrades.

Sorry for this late response, both intersections (Hanover Rd & Old Washington Rd) and (Old Washington Rd & Montgomery Rd) are under traffic study. After, analyzing all the traffic study data, you will be notified with the results.

I did send off a new correspondence to Liz Walsh's office and they responded appropriately by requesting a traffic study, etc. To my knowledge the last traffic study was done for the speeding and racing issues on Old Washington. Jen Biddle Woo's office responded as follows:

Traffic signals, speed humps, cameras or policing on Old Washington Road:
When considering the possibility of a traffic signal at a given location, we are required to follow the guidelines set forth in the Manual of Uniform Traffic Control Devices (MUTCD). The MUTCD, a Federal Highway Administration document that is used nationally and adopted by Maryland and its jurisdictions, outlines minimum requirements to ensure that traffic signals are used where they are found to be justified through a comprehensive and objective analysis. 13-hour volumes will be tasked for collection for a federal warrant analysis. Please keep in mind that volumes are collected on a Tuesday, Wednesday, or Thursday during the school year.
For qualification to initiate the speed hump program for roadways in communities with greater than 50 percent residential frontage, a local roadway must be greater than 1200 feet long, greater than 18 feet wide, have a minimum 1,200 average daily traffic, with the 85th percentile speed exceeding the posted speed limit (85 percent of traffic traveling greater than 10 MPH over the posted speed limit), and may NOT fall within an Automated Speed Enforcement School Zone. Old Washington Road has a functional class of minor collector with an existing Automated Speed Enforcement School Zone in the vicinity of St. Augustine School.
Speed cameras are only allowable in school zones and state highway work zones per Howard County Council Bill 13-2011 and Maryland Annotated Code Transportation Article 21-810
A speed study was conducted by the Howard County Police Department September 24 through September 26, 2018 and the 85th percentile speed in both directions was found to be 36 mph. As speeding is an enforcement issue, it is suggested you contact the Howard County Police Department at (410) 313-2929 to request enforcement. It greatly aids them if you can provide a time period where speed is perceived the most.
