Encounter Row, Columbia. Condition of the roadway is a problem. Many cracks across the roadway have been filled with tar. These cracks created dips in the roadway which effectively function as minor speed bumps. There are about 25-30 such cracks over the length of the road. Some are quite jarring to drive over. Please take a drive over the entire length of Encounter Row. What can be done to fix this issue? Thx.
