People pulling out of driveways will often have things that obstruct their view of oncoming traffic – that's just a normal everyday reality. Unless you're driving on a flat, featureless plain, you're never going to have perfect line of sight, certainly not in an urban environment. Trying to achieve such a standard is an inadequate justification for restricting street parking. Basically, people pulling out of lots just need to do so slowly and cautiously, as it's inherently somewhat dangerous.
Also good to keep in mind that a car you often see in the same spot may have been moved without you being aware of it, if the owner parked again in the same spot after moving it. Criminalizing people for being parked in public spaces too long should only occur when there's other people wanting to use a particular space, and enforced as a last resort. Too often it just becomes a way for governments to take more money out of people's pockets.
