I included a photo of how it looked on 4/14.

How many cars are supposed to be parking here-this is not a parking lot.

My photo from 4/14 shows that 7 cars (and maybe more down the side of the house) are parking here. Obviously not when your staff was there...It is beyond frustrating for a comment to say when checked yesterday there were only two cars-the photo from 4/14 was taken bc on more then one occasion more then 3/4 cars have been parking here-when they were not before.

This driveway has become a parking lot. Is this driveway zoned to be a parking lot? Are there more people living here then there should be?

If your office is not who would look into this and make sure the correct amount of individuals are living in both the front and back residences as well as that this residence did not go over the concrete vs green space ordinances that are in place.

It was my understanding that Brookes is a historic street of BTV and having a parking lot view is not appealing to residents as well as good for resale...

The answer to your question about how many cars are supposed to be here appears to be 6. A Code Enforcement staff member found the attached permit from 1986 and accompanying site plan in the Planning and Zoning files at City hall.

The permit recognizes 6 parking spaces and the site plan shows an area behind the front building as the parking area.

We hold rental registration records that can answer your other question regarding the number of individuals living in both the front and back residences. There are a total of 3 units. There are 3, 4 and 3 residents respectively for a total of 10 registered with the city.

The amount of concrete vs green space ordinances you refer to are referred to in zoning as lot coverage. This property has a site plan on file which appears to designate that lot coverage percentage in the approved plan in 1986. The site plan from the approved 1986 permit shows the coverage at 50% plus, while today’s city records show it has 51 % lot coverage.
It is listed as a historic structure. While I agree that having a parking lot view is not appealing to residents, it does appear that this is an approved parking area.

Thanks Bill, so then more then 6 is not ok. So can we let them know this and that they have a warning. If more than 6 cars are there tomorrow. Who do we call and what will happen ?

There are three routes to report new incidents.
A new report can be called in to Code Enforcement at 863-0442.
A new report can be made here on SeeClickFix.
A new report can be made with a signed written zoning complaint form filed with the Code Enforcement office. Contact me at wward@burlingtonvt.gov and I will e-mail a zoning complaint form to anyone who requests one.

Zoning complaint forms are more formal than a SCF report and you will receive a written determination when a zoning complaint is closed stating how the complaint was resolved.

SCF complaints are individual incidents that could lead to a zoning complaint made by staff if a citizen has not already signed a zoning complaint form. The incident of yard parking for example is the responsibility of the vehicle owner. The series of incidents of yard parking is the responsibility of the property owner to correct.(the zoning complaint)
The incidents are tagged as SCF complaints regardless of the report being made by staff or citizens. Zoning complaints are tracked internally and have specific statutory requirements for timelines, notices and appeals.

That's the abbreviated difference between a SCF complaint and a zoning complaint.

We are closing this incident as the parking area has been within the permit requirements during our site visits this week.

Both photos taken at 8:07am 4/30. The problem is there are more cars parking there then there should be. Do they have too many people living there? As well as CE may come out later today or another day. And you won't see this. So instead of being reactive. Do you give them a warning or a fine to make sure it doesn't keep happening.
