The tenants at 2 North Manning Blvd keep their trash cans at the front of the building and always fill them to overflowing so that large trash bags are laying open on the ground. These bags get torn apart by animals or are not properly closed to begin with and their trash ends up getting blown across the entire neighborhood. There is often food waste rotting on the ground covered with flies. Besides being a eyesore this is also a health hazard.
