The street gutter at the end of this block, instead of being a path to drainage, is a constant puddle. Even more surprising is that there is a puddle at all, given the lack of rain and no landscaping to irrigate. The water is coming from a pipe that drains some kind of water to the street. This is not merely water redirected from the roof, but a pumped water discharge of unknown origin. Since the street gutter doesn't drain anyway, all the water stays there and grows who knows what.
