If everyone that went into the park was to pick up one of them and put in trash it would be cleaned up. The person who took the photo could have cleaned up the mess, and I bet they did not even try.

You speak out of turn.
The person who took the photo was carrying groceries home from Ferraro's at the time but the person who took the photo most regularly picks up garbage and trash on Wooster Square and all over downtown New Haven.
