Description
The asphalt here was replaced over a year ago but was never steam-rolled flat, but left to collect grit, gravel, glass, trash and general debris. The car lanes are nice and smooth - maybe from wear, but this situation forces cyclists off the bridge shoulder into the auto lanes.

I was going to close it, but I see I can add/attach a video or a photo, so I think I'll try that before 'closing the issue'

I'm sorry this issue has not yet been addressed, but as far as I know Hayward is not yet following issues reported via SeeClickFix. Instead, you can find resources for where to make hazards reports in every East Bay city at https://bikeeastbay.org/hazardreporting.
I also recommend contacting local elected officials to request that the city adopt the SeeClickFix service for hazard reports.

I told Hayward about this problem when they repaved Whitman St south of Harder Rd. Their response: "Mr. Dunbar, there is loose gravel on Whitman from the resurfacing project because the higher traffic on this street requires the use of larger rocks (aggregate). The side effect is a little more loose gravel. I'll send an inspector out to investigate your concern and we'll have the contractor sweep the streets before the completion of this city wide project."
It feels like this is silly... I've seen much better streets in other cities.
