I sat at this light for over 12 minutes last night - traffic was backed up past Capital Hills Drive when I started waiting. Five minutes later the traffic was backed up to the crest of the hill by Garvey Drive and the left turn lane was backed up to Capital Hills Drive. The long wait results in lane hopping that is unsafe - cars driving down the right turn only lane then jumping into the lane that goes straight across Capital at the last minute. Capital Boulevard and Durant Road / Perry Creek Road is one of the intersections in Raleigh that carries very heavy traffic volumes, especially during the peak hours. Current traffic counts indicate that Durant Road / Perry Creek Road, as heavy as they are, carry approximately 25 percent of the volumes on Capital Boulevard. The traffic signal timings are generally based on these traffic volumes and adjusted accordingly. City staff has recently made some adjustments to allow Durant Road through traffic a little more green time to alleviate some of the backups. These new timings will be monitored and any additional adjustments will be made as needed.
