according to the Water Department, "This hydrant was reported to us yesterday. They were unable to turn it open, so the hydrant was greased, and they will return in the morning to work the hydrant to see if it is operational. If it is not, it will need to be repaired. I will let you know the status after they go out in the morning. There is another hydrant at the corner of Pearl and Davis."
