This location is an on going area for dumping. Perhaps a fence or camera would deter dumping.

Or maybe cameras, discreetly positioned so that the photograph the license plates but are not noticeable to the people doing the dumping?

Short of dropping a decoy dumpster with motion detection cameras to ID the “contractors” using this as their person dump site, maybe the “property owner” should fence it off up to the street. It certainly is a nuisance to the City of Oakland Public Works Department. BTW: as of today the debris has been removed, but I suspect it'll be back very soon.
