Not sure what this is. Please elaborate.

I presumed that the gates were added so that they would close and prevent people in vehicles from gathering in the park after hours. The gates were open at 945 and two vehicles were sitting there idling presumably to do something they don't want to do in the open. The vehicles were gone when I walked back around at 10pm.
