Officer responded and spoke with the owner of the mini-van who related that he is not the owner of the house but in fact a renter. He did agree to put the vehicle in the driveway after getting permission from the homeowner. FYI, homeowners are required to park a "vehicle" in their respective driveways but renters are not.

Homeowner is absentee landlord. Tenant with access to off street parking is required to park in driveway when winter parking rules are in place.
