Thank you for your comments but unfortunately, "a once in awhile" speed enforcement is not the answer. And the traffic calming medians were put in as a trial to see if it made any difference and unfortunately it hasn't. If true, the city should seriously rethink the use of cameras.

The bumped out curbs and medians near Alden and Chapel aren't slowing most cars down and are actually part of the problem. On the rare occasion that the Chapel Street cars slow down for the median, drivers coming off of Alden are assuming Chapel has a stop sign and cut out in front of them. I've seen several close calls at this intersection. The Alden stop signs need to be marked "cross traffic does not stop" or make the intersection a four way stop. Speeding on Chapel between Yale Ave and Central Ave has not improved at all since the median was installed because drivers continue to try to the beat the Central Ave light allowing them to sail from the Boulevard to Forest Road (or Forest Road to the Boulevard). The intersection of Yale Ave and Chapel Street needs to be a regular light not a flashing light.

I rarely see people slow down, but I don't live right on Chapel so my experience is either driving down Chapel or trying to cross the street twice a day at that intersection. I don't know how many accidents have occurred there, but again today there was a pile of car pieces in the crosswalk and at the curb. I'm curious as to whether residents of Cleveland Rd have found the bump outs to be useful. Roundabouts take up a good bit of space, I'm wondering if the speed tables like those on Edwards (?) in East Rock would have been better. I doubt the city will put any more money into it unfortunately. Maybe time to complain to Alder that the installed solution isn't working?

The speed bumps in the Beverly Hills neighborhood seem to have slowed down the traffic.

No credence for anyone who posts anonymously, as Hausladen himself has been posting anonymous requests for bike share locations, etc. This is just another way to create propaganda for "traffic calming."

The problem is that NHPD doesn't conduct speed traps. They could close the state deficit if they gave out tickets to drivers going even 35+ on Chapel, Cleveland, Central, Alden etc. In my home state the city & town police actually give out speeding tickets. New Haven is a free for all because every one knows they can get away with speeding.

I agree! Handing out speeding tickets on some kind of regular schedule would be helpful. You could start with the city buses. The proposal to lower the speed limit is worthless if there is no enforcement.

According to Adam Marchand, local traffic enforcement is an incentives issue created at the State level.

Local police issue the citations but all the revenue goes to the State and which then distributes only a pittance comes back to to the issuing municipality. Posting an officer on traffic issuing $1000 of citations might (as an example) cost the city $250/day from which they could make $100 back (for a net loss) and the State would keep $900. So there is very little incentive for New Haven's police force to be taken off of their beats and put onto traffic monitoring.

This is common knowledge repeated year after year yet nothing is ever done and no one, including the Alders, has ever attempted to try and change this for the last 25 years because quality of life issues are not addressed at any level. This has been going on since before Adam was even born. You wold think our mayor(a former state rep) would try and address this issue.

While speeding is certainly part of the problem, the accidents seem to have increased after the installation of the medians. The accidents are caused by drivers entering Chapel Street who, because of the stop sign placement and the trees on Chapel Street, can't see cars coming. Stand on the corner of Alden and Chapel. You'll see that there is a HUGE blind spot from the edge of the median up to the intersection. I'm not suggesting that we cut down the trees, but if the stop line were moved closer to Chapel Street, drivers would be able to better see what was coming.

This issue continues and has not been acknowledged in any way by the city. Someone from the city should come out and witness the cars flying through here.

As Alexandra pointed out, it is extremely difficult to see cars coming down Chapel if you are entering from Alden. At a minimum some vegetation needs to be trimmed down.

I have to agree that speed bumps seem to be the only effective way to slow down traffic in our neighborhood. Speeding traffic on Edgewood Avenue is also a problem that needs to be addressed.

Dear City of New Haven. Ignoring this is not the answer. Let's try temporary speed bumps at the traffic medias to see if it helps. Drivers have learned how to keep to the right and fly through the traffic medians. Just last Saturday, I witnessed a close call as a car came flying down chapel toward Forest Road and another crossing Alden Ave did not see them. I have another topic up about the overgrown weeds in the median and tree branch that is hanging over the street; they are completely obstructing the view. Thank you. Please acknowledge this thread. Clean up the weeds/tree branch and let's try out the speed bumps.

I personally do not think a roundabout, median, nor police speed traps is going to help a very busy traveled Chapel St. There are only 2 things that will slow down a car, speed bump or a traffic light. The medians (street calming) on Chapel and Alden had caused nothing but nuisance and more accidents. The city cannot even maintain or clean the debris in and around the median, not to mention the overgrown weeds making it so dangerous where you cannot see oncoming traffic. I have tried to go to the median to clean up, sweep and weed, all attempts almost got run over by a speeder. The winter time gets even worst during snow accumulation. The city had spend so much money putting up the median using the finest granite costing the tax payer money that is not put to good use. There has been a mile long of comments and complaints regarding this for the past year where this is the first time I see the Transportation, Traffic and Parking Department had acknowledged. Does the city really care? Is our alderman actively looking into this? Stop the lip service and take this into action. May be the median needs to be place in front of the mayor or alderman's house.

The speed hump installed on Ramsdell St. does not allow the people in the complex to turn right on exit. There was an ambulance here today and couldn't turn right either..what will happen when it snows? Was this a thought out plan??

Thanks, everyone, for weighing in on this important topic. Indeed, too many people drive too fast on Chapel Street. The next focus of work is going to be at Yale and Chapel. Local residents and I are preparing a Complete Streets Application for something serious there, such as a roundabout.

I have seen NHPD speed enforcement officers recently in Westville, on Edgewood but not Chapel. I will try to get them on Chapel sometime.

I don't think Connecticut state law currently allows speed cameras. The push for something similar came in 2012, I think, we traffic safety advocates sponsored legislation to legalize red light enforcement cameras. I don't think the bill made it out of committee.

My observation is, living near this intersection and crossing/driving/ walking through it, that the small medians do absolutely nothing to slow traffic, at least for people who have encountered it before. There is obviously no room for a roundabout as there is at Chapel/ Yale, but speed bumps seem to work in other locations and I wonder why it wasn’t considered. Perhaps they could be added, rather than the medians removed. Maybe BOTH together would work, provided the weed issue was addressed.

How is it people are able to drive so fast given the traffic congestion everybody whines about?? Ticketing CT Transit buses? Buses are late always as it is! The key here is to get people out of their stupid cars. Think of the quiet that would ensue! No screaming music. No horns blowing. No screeching brakes or bad mufflers. No people hollering to other people. No traffic nightmare. No road rage. The possibilities are endless!!!! Easier to plow in the winter!! No crashing cars!!
